Why can't Haiti have a good soccer team?

Haiti has the most talents in the Caribbean region but lack of money always held them back from progressing. just recently they have won the Caribbean cup but now they are struggling already. it's very hard to keep success without money. i think once the private sector willing to help Haiti will be back on top again like they were in the 70s.
